Global Payroll Expatriate Specialist

The Challenge

As part of a wider HR transformation program and the spin-off of Siemens Energy from Siemens, the international payroll operating model moving forward will be fully comprehensive, split between a professional HR BPO for zero to gross processing and handled payroll (gross to net) with industry leading payroll providers. We are looking for a Global Payroll Expatriate Specialist to demonstrate knowledge of processes and related systems to effectively perform responsibilities; resolve issues on the international payroll process; audit input data entry for accuracy and report needed corrections, control international payroll process and reports from payroll vendor. This position will be primary contact at an operational level with payroll vendors and internal clients.

How you will make an impact / Key responsibilities

Play a key role in the international payroll transformation globally and support the Global Payroll Expatriate Guide with service handling the external partners and payroll providers engaged in this transformation and Global Mobility Management & Payroll Operations.

1. Global Payroll Expatriate Process management

  • Collaborate with the Payroll team in ensuring detailed end-to-end management of Global compensation/Expatriates Payroll for various policy types globally.
  • Supervise the governance execution of global payroll setup and processes for expatriates as part of Overall Payroll strategy and in alignment with Global Mobility Management and Tax teams (e.g., PIT & wage tax) including concepts of tax equalization / hypothetical tax withholdings.
  • Support the relationship with Business Process Outsourcing, Global Mobility Management Provider, Payroll, Tax Consultancy Providers, and other 3rd parties.
  • Supervise timely & compliant implementation of payroll changes and reliant quality of work of external providers.
  • Support expatriate payroll audits globally and raise any outstanding topics to the Global Payroll Expatriate Authority.
  • Coordinate and support payroll transformation project as part of a wider HR transformation program
  • Find opportunities for improvement (i.e. processes) to ensure global standard and efficient operational delivery.
  • Bring sound knowledge and experience of multi-country payroll delivery and governance, delivering change and re-engineering processes.
  • Working with other partners i.e. Tax, Accounting, Treasury, vendors etc, enabling streamline downstream reporting operations

2. Data Quality

  • Verify and control assignment related payroll data timeliness and accuracy, supervise delivery indicators and identify changes required if vital.
  • Optimally tackle the international payroll and global mobility reporting issues related to outsourced payroll services delivered by an external payroll provider.
  • Stay up to date on state and payroll and tax laws by maintaining relationship with Global Mobility Management and Tax Governance teams, ensuring compliance and alignment from an international payroll perspective.
  • Work closely with the Global Process expert for internal audit and compliance during regular audits to ensure data accuracy and compliance, support all internal and external payroll audits.
  • Develop and maintain written documentation regarding country knowledge, payroll procedures and processes.

3. Partnership:

  • Agree with Global Mobility Management and Finance departments and being counterpart for other HR-Services teams / regular collaboration within HR Services.
  • Have a proactive demeanour with strong problem-solving capabilities and customer service orientation.
  • Build strong relationship with teammates, cross-functional departments, and management.
  • Handle good relationships with vendors responsible for expat payroll on regional / country level.
  • Develop the positive and collaborative environment within the People Systems & Services payroll team and with cross-functional department peers.
  • Take part of payroll related projects that include international assignees' population.
  • Support and guide less expert colleagues in the team with knowledge sharing in the area of expertise.
  • Supporting Global International Payroll Guide in their day-to day tasks.

What you bring

  • Five years of demonstrated ability in Global Mobility & Payroll Compensation Management or International Payroll Operations, including vendor management for related countries.
  • High level of affinity to and experience with Payroll solutions and external providers landscapes
  • Excellent in-depth analytical skills and diligent work style
  • International mind-set; sophisticated experience as part of a geographically & culturally team with varied strengths
  • Collaborative style, happy to interact with many stakeholders e.g., Global Mobility and Tax Governance, HR Centres of Competence and HR in the Regions, Finance department, management etc.
  • Ability to work individually as well as part of a team, leading through building trust and empowering teams to deliver successfully.
  • Must be proficient in English, and nice to have one additional language.

In this role you will be working within the Human Resources function – People Systems and Services, a truly global and team with varied strengths of specialists with an open mentality, responsible for ensuring Siemens Energy payroll is compliant, accurate, timely and fit-for-purpose, with a clear governance & risk management approach, handling our Payroll vendors and working closely with our HR Services team to safeguard end-to-end delivery while promoting Siemens Energy digital transformation.
