The task of the Project Quality Manager (PQM) is to provide operational support to the Project Manager as an expert and partner in the planning, ensuring the effectiveness of and reporting on the associated activities in the context of preventing faults, (proactively and reactively) facilitating processes, installing Lessons Learned, ensuring customer project quality requirements are met, and implementing continuous improvement in the overall PM@SE process. One particularly important aspect of these duties is the possibility of a need for intervention (through RCA tools) in every project phase in the event that a negative impact on financial results as a result of particular processes becomes evident. The PQM reports to the Project Manager on tasks/activities related to Quality Management in Project Execution and is a member of the Project Team. The PQM reports direction to the departmental QM of the specific division/subdivision.

How You’ll Make an Impact
  • Responsible for managing all aspects of quality assurance for their assigned project (from tendering through start-up).
  • Review customer contracts.
  • Create and manage the Project Inspection and Test Plan (ITP) based upon the project requirements.
  • Develop a cost estimation (including time) for quality scope/activities for the project.
  • Monitor project sourcing plan (tendering and execution) to verify that selected suppliers can meet the project quality requirements.
  • As needed, organize and hold kick-off meetings for suppliers and contractors.
  • Review and approve quality related documentation for project (including submittals).
  • Provide guidance to any SE Quality Assurance Inspectors or SE Quality Control Managers involved with their assigned project.
  • Collect project Non-conformance cost (NCC) and make regular update.
  • Active involvement in the continuous improvement of the proposal processes and tools to ensure the quality of the proposals
  • As needed, perform (quality) audits of vendors/ suppliers/ contractors (including sites) to show compliance with standard industry practice, code requirements, product standards, the project ITP, and their (approved) quality management system.
  • As needed, verify SE procured product/services meet requirements of SE engineering, QA Inspection Test Plan (ITP), customer contract, code, and standard industry practices. (safety assessment on site).
  • Work with the Team for the whole process of implementation; Ensure that company to establish, implement, improve quality/environmental management system according as ISO standard;and establish quality objective and environmental objective/target, for effectively control activity, product and service; Guide activity of related system,ensure that the system continuously, availability implement; Ensure that our employee's idea of quality and satisfying customer requirement continuously are improved; Guide external contact with quality/environmental management system relevant work. Organize management review, report system operation,well result and needed of improvement to top management.

What you bring?
  • 3-5 years in a corresponding function with manufacturing in an international environment, Advanced Knowledge in the field of thermal turbo machines manufacturing process / Technology
  • Quality assurance and Quality management
  • Familiar with main quality management standards and power industrial standards (ISO, EN, GB,
  • Knowledge in the field of thermal turbo machines, knowledge and familiar with product structures / Product structure plans, Production planning (Production orders, Work plans, Bills of Material etc.) too
  • Experience in conducting manufacturing quality management for international industrial gas turbine projects.
  • Abroad and cross-culture desired
  • Bachelor degree and above.
  • Major in mechanical engineering or similar subject area. Good command of English/mandarin speaking
  • High EHS awareness and willing to work in a divers culture
  • Project planning experience is plus
